At the Minnesota Spay Neuter Assistance Program (MN SNAP), we are dedicated to providing high-quality, low-cost spay and neuter services to families and individuals across Minnesota. Our mission is to increase access to affordable veterinary care, particularly for those who might otherwise struggle to afford these essential services.
Since our founding in 2010, we have been committed to addressing the unmet need for wide-scale and affordable spay and neuter surgeries in our community. Our team, led by Dr. Kim Culbertson until December 2023, has worked tirelessly to advance and grow our mission, impacting countless animals and clients while inspiring our team members, mentees, volunteers, supporters, and partners.
We offer a range of services designed to meet the needs of our clients. Our low-cost spay and neuter surgeries are available for cats and dogs, and we also provide core vaccinations, microchipping, and limited basic treatments to surgery patients. Our services are tailored to serve individuals and families who participate in federal or state needs-based public assistance programs, including Food Support (SNAP, WIC), Medical Assistance (Medicaid, PMAP, MinnesotaCare), or Supplemental Security Income (SSI). We also serve caregivers of feral or free-roaming community cats and nonprofit rescues and shelters.
Our commitment to accessibility extends to our mobile surgery clinic, which operates year-round to reach communities across Minnesota. We believe that every pet deserves the opportunity to live a healthy, happy life, free from the risks associated with overpopulation. By providing these essential services, we aim to reduce the number of unwanted litters and prevent animal suffering.
At MN SNAP, we pride ourselves on using the most current surgical techniques and equipment to ensure the highest standards of care for each and every pet. Our pre-surgical physical exams are thorough, and we provide free nail trims, sterilization certificates, post-surgical instructions, core vaccination information, and go-home pain medication for dogs and female cats.

Services
- Spay and Neuter Surgeries: High-quality, low-cost spay and neuter surgeries for cats and dogs.
- Core Vaccinations: Rabies vaccination for pets over three months old, PRC (panleukopenia/rhinotracheitis/calicivirus) for cats, and DHPP (distemper/hepatitis/parainfluenza/parvovirus) for dogs.
- Microchipping: Microchip including registration.
- Basic Treatments: Topical flea/ear mite/tick treatment, injectable tapeworm medication.
- Pre-Surgical Exams: Thorough pre-surgical physical exams to determine pet’s gender, sterilization status, weight, hydration level, activity level, body condition, heart sounds, external parasites, and presence of an umbilical hernia.
- Post-Surgical Care: Free nail trim, sterilization certificates, post-surgical instructions, core vaccination information, and go-home pain medication for dogs and female cats.
